Aj v duchu tohto slávneho výroku sa nieslo včerajšie zastupiteľstvo, hlavne v jeho závere kedy pod paľbou oprávnených výčitiek starosta opätovne nezvládol jeho vedenie a zastupiteťstvo bezdôvodne ukončil.
Ale pekne po poriadku,.. už v úvode pri schvaľovaní programu tvrdo narazil, keď naraz dvaja poslanci navrhli stiahnutie hneď štyroch bodov s odôvodnením nepripravenosti a nevhodnosti,/body 6,7,/ako aj nemožnosti prerokovania z dôvodu nedodania podkladov,/body 8.2.4 a 8.2.5/.
A aby ani on nezostal pozadu stiahol bod 8.1, so slovami :“veď už je aj tak po termíne“, hoci táto megalomanská problematika ležala v jeho zásuvke pomerne dlho, bez toho aby ju náležite predstavil a vysvetlil, napr. na finančnej komisii ! Ale to by sa jej musel aj fyzicky zúčastniť .
Je samozrejmosťou, že vedenie zasadnutia by sa malo viesť v duchu rokovacieho poriadku, ktorý by ale predsedajúci musel mať naštudovaný, aby nedochádzalo k tomu že zástupca starostu dá procedurálny návrh /o ktorom sa hlasuje bez rozpravy/a rozprava i naďalej pokračuje, navrhnuté hlasovanie za program sa má schvaľovať „en block“ ale pri návrhu zrušenia bodov sa hlasuje postupne, veď čo ak sa zrazu zmení názor a výsledok bude iný !?
Včerajším vrcholom pri konečnom schvaľovaní však bolo, že keď sa po dlhom handrkovaní konečne program učesal a následne schválil, a po bode 3, zrazu starosta uviedol bod mimo programu ...a to vystúpenie zástupcu fy Vares !!! Nie že by to nebolo potrebné, veď táto požiadavka zo strany poslancov na bedrách starostu ležala už prekliate dlho, ale aj takéto drobnosti o čomsi svedčia... o dodržiavaní určitých pravidiel !
To že tento problém je starostovou „Achilovou pätou“ potvrdzuje aj stále pravidelné podávanie hlásení o stave (ne)plnenia prijatých uznesení, zo strany HK.
Ja som z posledného vystúpenia napočítal 11 permanentne sa opakujúcich neustále ignorujúcich restov, ktoré obávam sa že nebudú /nie v silách ale v chuti/ zo strany úradu nikdy splnené.
Starosta sa medzi iným, poslancom aj posťažoval, že nenachádza priestor pre vzájomnú spoluprácu, /napr.štafáž – v preklade komparz, po česky delat křoví/pri akciách obce, že nedostáva žiadne podnety od poslancov a teda že si spoluprácu s nimi nemôže vynachváliť !!!
Trestuhodne pri tom zabúda a absolutne si neuvedomuje, že práve tie jeho úradom odignorované a poslancami prijaté uznesenia, sú tie pravé odporúčania, ktoré obec majú posunúť po kúskoch vpred!
Ďalší plač nastal pri schválení uznesenia, ktorým sa mu ukladá pokuta za nesplnenie podmienok pri podávaní oznámenia o funkciách a majetkových pomeroch.
Je nanajvýš zahanbujúce, že vrcholný predstaviteľ obce si nevie túto skutočnosť v zmysle zákona ošetriť a podať načas tak, aby bolo zákonu vyhovené!
On prvý medzi prvými, reprezentujúci obec nie prvý krát prichádza znovu do rozporu so zákonom.
Zákon v tomto prípade nerozoznáva menej či viac závažné porušenie, ako sa na to snažili poukázať poslanci čo sa zdržali, ale hovorí jednoznačnou dikciou.
Čo dodať k výške pokuty ? – je symbolická, nikoho neruinuje, slúži hlavne ako výstraha –memento, aby si starosta zo zákona(ov) nerobil, tak ako zo zasadnutí „svojvoľný diktát“, ale aby ich aj patrične rešpektoval !
V bode „Rôzne“ okrem iného boli vyslovené znovu výčitky k funkčnosti niektorých referátov, hlavne okolo stavebnej činnosti a neriešenej problematike s ňou spojenej.
Hovorilo sa o investičných projektoch, ktoré stoja, o prípade neviditeľnej multikáry,ktorá podľa Kúpnej Zmluvy /mimochodom tú by lepšie zvládol nakresliť možno už aj žiak základnej školy/mal dávno brázdiť ulice obce, ale aj o ušlom nájme za obecné byty, ktoré obec od roku 2009 nepožaduje od nikoho, že vraj je to už na úrovni cca 19 000,-€!
Ďalší únik financií sa rysuje na ušlom nájme za neodpredané garáže, HK to vyčíslil za roky 2014-15 na sumu cca 10 500,-€!
Zaujímavosťou ktorá taktiež spestrila zasadnutie, bola požiadavka na vysvetlenie záhadného zmiznutia 16 m3 spíleného drevného materiálu, ktorý sa mohol podľa poslankyne využiť a použiť pre potreby obce.
Odpoveďou bolo, že kubíky sú vymyslené a hmota sa aj tak na „Jána“ spáli, keďže za porez by obec musela na píle platiť !!!
Ak sa pre obec budú v budúcnosti kupovať hranoly a laty, tak by to mohol starosta utiahnuť z vlastného!
Tak ako by mohol zatiahnuť aj faktúru za zbytočne zvolané zastupiteľstvo, /presne 200,-€/ktoré tomuto predchádzalo, a o ktorom iste dobre vedel, že nebude uznášania schopné pretože mal dostatok signálov, o ospravedlnení od poslancov, ale hlavne úmyselne zamlčal tú skutočnosť, že pri zostavovaní ročného plánu zasadnutí, s dopoludňajším časom zasadania drvivá väčšina nesúhlasila !!!
A práve tu vhodne zapadla na zasadnutí poznámka poslanca v tom zmysle: “a Ty si si skutočne myslel, že Ti niekto sem príde?“ Poznámka veľavravná.
Záverom každeho programu zvyčajne býva „Diskusia“
No nie vždy je to aj pravidlom vo Valaskej, ale včera bola nádej..., veď starosta sa dlho držal na uzde, viac menej toto zasadnutie kočíroval v mantineloch - narážajúc na ne, ale plný zásah dostal od občianky, ktorej padol plot do záhrady, ktorá poukázala na tú skutočnosť, že sú hrozbou aj ďalšie ploty.
Jednoducho žiadala riešenie stavu,- nie suchým „statickým“ prehlásením, že cesta je v poriadku, že keď nemá chlapov v rodine, v dedine sa nájdu, čo jej pomôžu.
Samozrejme nič nie je zadarmo, ale chce to trochu ľudskejší prístup, veď boli návrhy na zvolanie všetkých dotknutých, na predostrenie riešenia, ale ..ale ...opäť všetko v starých koľajách, ignorancia problému -vyčkávanie, však sa to možno utrasie samo, a hlavne, hlavne po času to ľudí prestane baviť a prestanú otravovať !!!
Nezdá sa Vám, že obyvatelia obce sú z takéhoto prístupu zo strany úradu parádne znechutení ???
A že ich to už nebaví bojovať s veternými mlynmi ???
A potom sa poslanci čudujú, že občania nemajú záujem o veci verejné ???
A z tohto blbého pocitu starosta profituje a vôbec sa nerozpakuje sám vyzývať poslancov aby iniciovali jeho odvolanie v referende !!!, a na nemenovaného poslanca verejne poukazuje ako na jedného jediného z celkového počtu obyvateľov, ktorý večne proti nemu niečo má, dokonca mu dáva aj nemiestny návrh – aby opustil túto obec a odsťahoval sa !!!
Ale späť k frustrovanej občianke .... tá neakceptovala kolegiálne výhrady starostu, ani jeho samourazenie,a rovno bez akýchkoľvek vulgarizmov ho poslala nakúpiťsi zeleninu, doporučila mu K E L .
Asi preto že obsahuje o.i. antioxidant betakarotén
ktorý ako vieme je zodpovedný za lepší zrak, z čoho je jasné kam občianka mierila.
Po nakúpení, keď už mal starosta plnú kapsu odporúčaní, pod jej ťarchou jednoznačne a nekompromis-ne, so slovami z úvodu: “Terazky...tu velím ja...“ zasadnutie rázne ukončil, bez toho aby si vypočul ďalšie odporúčania zeleninového charakteru.
Tak takýchto pár podobných slov som Vám chcel položiť aj ja, ale keď ste zvolili takúto formu Diskusie, dovoľujem si ja reagovať v tomto prípade po svojom takto.

Родился 16 апреля 1961 года в деревне Крутицы Кинешемского района Ивановской области, женат.
Имеет высшее юридическое образование — окончил Нижегородскую высшую школу МВД СССР в 1991 году
по специальности «Юриспруденция». Служил в «горячих точках». В период с июня 1983 по сентябрь 1984
года исполнял интернациональный долг в демократической республике Афганистан. С сентября 2004
года по сентябрь 2005 года находился в служебной командировке в Северо-Кавказском регионе.
Службу в милиции начал с должности оперуполномоченного, отделения уголовного розыска, отдела
внутренних дел Кинешемского горисполкома Ивановской области. С февраля 1987 года по декабрь
1989 года работал старшим оперуполномоченным ОУР. С декабря 1989 по декабрь 1991 возглавлял
отделение УР. С декабря 1991 по декабрь 1993 работал заместителем начальника криминальной милиции,
начальником ОУР. С декабря 1993 по май 1995 работал заместителем начальника СКМ, начальником отдела
уголовного розыска УВД Кинешемского района Ивановской области. С мая 1995 по октябрь 1999 работал
заместителем начальника управления, начальником криминальной милиции УВД города Кинешмы.
С октября 1999 по декабрь 2001 работал заместителем начальника отдела, начальником криминальной
милиции ОВД Кинешемского района Ивановской области. С декабря 2001 по сентябрь 2003 возглавлял
ОВД города Кинешмы. С сентября 2003 по май 2004 начальник УВД Кинешемского района Ивановской области.
С мая 2004 по май 2007 руководил УБОП УВД Ивановской области. С мая 2007 по август 2007 года
был первым заместителем начальника УВД Екатеринбурга, начальником СКМ, затем возглавил городское УВД.
С 16 июня 2008 года служил в должности заместителя начальника — начальника милиции общественной
безопасности ГУВД по Свердловской области. Имеет государственную награду – медаль «За отвагу».
Указом от 4 апреля 2011 года Президент России Д.А. Медведев назначен начальником Управления
Министерства внутренних дел России по Брянской области.
